Sylwester Szczepaniak
Bio
Attorney-at-law, legislator, and advisor on legal and organizational aspects of e-government and paperless processes. Sylwester’s practice focus is laws on electronic identification and trust services (electronic signatures, electronic seals, e-delivery services, electronic time-stamps). He has advised on several dozen projects relating to switching to paperless systems (such as in HR), e-government in the public sector, and electronic administration in the private sector.
For many years, Sylwester worked at the Ministry of Digital Affairs, coordinating work on legislation such as the Act on Digitalization of Government and the Act on Electronic Delivery, and was involved in implementation of legislation on electronic identification, digital access, and cybersecurity.
Sylwester is experienced in working on cloud computing projects, such as in the sector regulated in a KNF Communication, and played a role in formulating the legal and organizational framework for cloud computing in the public sector, including in the National Common Information Infrastructure program. He was also involved in legislative work to harmonize Polish law with the General Data Protection Regulation (GDPR).
Sylwester has authored or co-authored a number of academic and mainstream academic publications on his area of expertise. He is a postgraduate course lecturer on data protection at the Institute of Law Studies of the Polish Academy of Sciences, and was named in the 2019 competition Rising Stars – Prawnicy Liderzy Jutra.
