Wojciech Karwacki


Wojciech specializes in Public Procurement Law. He provides legal advice contracting authorities and contractors on the process of awarding and obtaining public contracts. He represents contracting authorities and contractors in appeal proceedings before the National Appeals Chamber. He acquired his professional experience working at Warsaw law firms, as well as at the Legal Department of the Public Procurement Office.

He has taken part in all the stages of many public procurement procedures in the IT sector, including as an expert in formal and legal matters. He represented the Public Procurement Office in the works of the Working Groups for Government Policy on PPP and the Review of Law on PPP, carried out as part of the Public-Private Partnership Team at the Ministry of Development, whose aim was to amend the Act on Public-Private Partnerships.

Wojciech has conducted many training courses on the procedure for the award of public contracts. He is a co-author of numerous legal opinions published on the website of the Public Procurement Office, as well as other publications on public procurement, published in particular in the monthly ‘Zamówienia publiczne. He is currently in his third year of training with the Warsaw Bar Association. He is a graduate of the Faculty of Law and Administration at the Cardinal Stefan Wyszyński University in Warsaw, where he specialized in business law, and where he completed his master’s thesis on public procurement at the Department of Public Commercial Law.

He is fluent in English.
