Bio
Partner at Traple Konarski Podrecki i Wspólnicy. Grzegorz’s practice focus is protection of personal data and other information and disclosure rights protected by law, electronic administration, and administrative proceedings. At TKP, he is head of the Data Protection and Electronic Administration team, dealing with issues including GDPR implementation and compliance in more than one hundred organizations. Grzegorz is experienced in providing representation in administrative proceedings and cases before administrative courts concerning data protection, disclosure rights, and laws regulating new technologies.
He is regularly given personal recommendations as a data protection lawyer in the Legal 500, Chambers Europe and Rzeczpospolita. In Rzeczpospolita, he has been listed as a Leader Lawyer for the practice area Privacy Protection and Personal Data for three years running (2023-2025). In 2020, he was given the annual President of the PDPO Michał Serzycki Data Protection Award.
Grzegorz combines his legal practice with academic work. He is a professor at the Institute of Law Studies of the Polish Academy of Sciences (INP PAN), head of the Faculty of Administrative Law at INP PAN, and oversees a postgraduate course on the data protection officer. He is also a lecturer at institutions such as the National School of Public Administration and the Koźmiński University.
He is an author, editor, and contributing editor of numerous publications on administrative law, data protection, and new technologies. Since 2011, he has been the editor of the annual special supplement to the journal Monitor Prawniczy on Current Issues relating to Legal Protection of Personal Data. Grzegorz sits on academic and programming boards of the academic and industry journals Prawo Mediów Elektronicznych, Kwartalnik Prawa Nowych Technologii, Monitor Prawniczy, ABI Expert, and IT w Administracji.
Chairman of the SABI Scientific Council – The Association of Information Security Administrators. A former member of the Digitization Council and Information Technology Council for the minister competent for information technology, vice-chairman of the GIODO Scientific Council (Inspector General for Personal Data Protection) and member of the Public Service Council to the Prime Minister. He takes part in parliamentary work, including as a BAS expert of the Chancellery of the Sejm, on acts in administrative law, including protection of personal data, population records, ID cards, computerization in public entities, and access to public information.
